As part of the “Eyes on the Storm” webinar series organised by the International Water Management Institute (IWMI), experts from around the world came together to raise awareness, share knowledge, and present actionable solutions for advancing early warning systems globally. This series highlights how governments, industry, and research institutions can jointly improve preparedness and deliver alerts that reach everyone, especially those in vulnerable or hard-to-reach communities.
Intersec participated in two sessions of the series, contributing insights on last-mile communication and on how public–private partnerships can accelerate the deployment of scalable, telecom-enabled early warning systems.
Session 14 – Bridging the Last Mile: Communication Strategies for Inclusive Early Warning Delivery

How can early warnings reach everyone, particularly people living in remote areas or in vulnerable conditions? In this session, Christophe Nez shared how telecom data, AI-driven insights, and multi-channel communication strategies can increase the inclusiveness, trust, and effectiveness of alert delivery. The discussion highlighted concrete approaches to closing the last-mile gap and ensuring that no community is left behind.
Session 15 – Investing in Preparedness: Public-Private Partnerships for Scalable Early Warning Systems

This session explored how collaboration between public authorities and private technology providers helps strengthen national warning systems and accelerate large-scale deployments. Charlotte Cardona presented real-world case studies demonstrating how partnerships can overcome procurement barriers, ensure technological sovereignty, and support countries in implementing robust and inclusive alerting capabilities.
