The context

A Gulf country's mobile network operators were running a fragmented stack of point solutions for their location and emergency services & public warning solutions, each from different vendors, each requiring separate maintenance contracts, integration efforts, and upgrade cycles.

As 5G rollout accelerated and new positioning capabilities emerged, the limitations of this approach became increasingly apparent: operational complexity, mounting costs, and an architecture that was structurally unable to keep pace with network evolution. Passive subcell accuracy, for instance, would have required yet another vendor engagement.

The operators set out to consolidate, replacing the entire stack with a single, integrated, end-to-end platform.

The solution

Intersec was selected by the country's mobile network operators as the sole vendor to replace and unify their entire location and emergency response services. The platform covers the full spectrum of use cases:

  • Passive cell and passive subcell positioning
  • GMLC/SMLC (active cell and subcell)
  • Emergency call location
  • Location-based SMS and Cell Broadcast Service
  • Lawful intelligence

By consolidating onto a single platform, the operators eliminated the maintenance overhead and integration complexity of their previous multi-vendor architecture, while gaining access to best-in-class subcell positioning accuracy across all safety and security use cases.

A multitenant platform for all stakeholders

The integrated solution provides dedicated workspaces for each authorized body — civil defense, police, ministry of interior, military units — each operating within its own secure environment, aligned with government doctrine. Every agency accesses only the capabilities relevant to its mandate, from emergency call location to investigation support.

Managed services and a scalable model

Intersec also provides managed services, with a dedicated resource handling change requests, new feature deployments and rollouts, and subscriber growth, so the operators never have to manage platform evolution alone. The previous pay-as-you-go model, a recurring source of friction, was replaced by a scalable, predictable engagement, reducing costs while ensuring the platform grows with operational needs.

When the country experienced an unprecedented flash flood event, a crisis its emergency services had rarely faced at such scale, the platform processed 80,000 emergency calls in a single day without disruption.

Location data was available instantly, enabling responders to act without relying on callers to identify their own position. The system performed exactly as designed: quietly, reliably, at scale.
