Intersec publishes position paper on the Digital Networks Act (DNA)

Intersec has published its position paper on the Digital Networks Act (DNA).

Emergency communications in Europe face a growing set of challenges: most Member States have still not published the accuracy criteria for emergency caller location required by the EECC before March 2024, public warning systems remain absent in several countries, and the EU's dependence on two US technology platforms for the transmission of handset-derived caller location data creates a structural vulnerability with no regulatory safeguard in place.

Intersec strongly welcomes the European Commission's decision to use the Digital Networks Act to address these challenges. With 47 public warning systems deployed across four continents, solutions locating over one billion people in more than 50 countries, and a 30% global market share in Public Warning Systems, Intersec brings a unique dual perspective to this consultation: we understand both the capabilities that mobile networks can deliver and the operational requirements of the civil protection authorities and emergency services that depend on them.

The DNA includes important new measures to improve network resilience and protect emergency communications. To ensure that its ambitions are fully met, Intersec has identified a set of targeted recommendations across three areas: public warning systems, emergency caller location, and homeland security geolocation capabilities.

These include :
→ Mandatory Cell Broadcast activation with full device pre-configuration across the EU
→ A second mandatory persistent messaging channel (location- or registration- based SMS, or mobile app) for informational alerts
→ Binding accuracy criteria for emergency caller location (50m for 80% of calls)
→ Mandated AML support and 3GPP geolocation compliance for all devices sold in the EU
→ Real-time network readiness and population density reporting for crisis management
→ Strong geolocation capabilities for law enforcement, with a minimum 3-month data retention
